Elena Lai Etcheverry

Founder/Executive Director

As a mixed media artist and jewelry designer with an event and meeting planning background, she has taken her desire to give and created a movement that she hopes will be able to be replicated in other cities to spread the message of joy and hope that art and creativity can provide. She writes a bi-monthly column for Cloth Paper Scissors Magazine called “Artists Give Back” and has been published in many magazines and books for her charity work.  Since April  2006 she has hosted hundreds of events and fundraisers all to raise money and awareness through art and creativity.  Opening the Charity Wings Art & Craft Center has been a natural progression and way to grow the organization.  Through the Art & Craft Center, she is able to reach more people and have more impact on our community through art programs designed to help people cope and escape the pressures and burdens of everyday life. In addition to Charity Wings, she is also the founder of mixed media art clubs where women gather each month and inspire and support each other.  Elena’s art can be found on her personal blog www.thetravelingprincess.blogspot.com

Paul Malone

Paul Malone

Board Member

Paul Malone is the principal of EvCon Associates, a land use, development and government affairs consultancy located in San Marcos, California. The firm’s client base consists primarily of developers seeking expertise in the planning, design and entitlement of vertically integrated mixed use and redevelopment projects in north San Diego County. Malone conceived of and managed the City’s affordable housing program which, over a 20 year span, produced some 3,000 longterm deed restricted units available to families of very low to moderate income. That program included conversion of 11 of the City’s 18 mobilehome parks, totaling an additional 2,500 units, to resident or nonprofit ownership. The former accomplishment significantly outpaced affordable housing production by the City of San Diego over the same period and the latter has yet to be replicated elsewhere within the United States. Malone is probably best known for his role in helping to articulate and implement the community’s vision of sustainable growth rooted in public/private economic reality, demonstrated need and public acceptance. During his time with San Marcos, the City quintupled its population; it remains one of the fastest developing communities in the southwest and is reknown for having maintained widespread community support for extraordinarily rapid, quality growth over a period spanning a third of a century.
